Replace the repo's direct Prettier usage with Biome. This adds a Biome config, updates the just format recipe and lint-staged hook, and removes the committed Prettier config and direct Prettier dependencies.

Verified with the repo's direnv/just workflow: just format, just lint, just build, and just ci.
