Why: The site workflow duplicated the repo task commands across package scripts and the GitHub workflow. A repo-level command surface makes local use, CI, and automation consistent.

How: This adds a repo-root justfile with run, build, format, lint, and ci recipes, then updates the GitHub Actions workflow to install just and call the repo recipes explicitly.
