Problem

The repo has stable LuaRocks publishing but no Forgejo nightly/dev LuaRocks publication path.

Solution

Add a deploy / Nightly LuaRocks workflow that waits for main-push quality, publishes an SCM dev rock to LuaRocks, and verifies it through the LuaRocks dev manifest.
