Adds the Forgejo tag workflow that publishes v* tags to LuaRocks using LUAROCKS_API_KEY.

Verification:

  • git diff --check
  • vimdoc-language-server check doc/
  • confirmed README/doc install wording already matches cp.nvim pattern
  • confirmed LUAROCKS_API_KEY secret exists
