Problem

Bare :Forge ci and require('forge').ci() sit in the deterministic current-ref surface today, but they still route into picker-backed CI history.

Proposed solution

Give bare :Forge ci and require('forge').ci() a deterministic CI history surface, or remove them from the deterministic core until one exists.
