Problem

Forge had PR edit support but no matching issue edit flow, so issue updates still had to leave the plugin.

Solution

Add :Forge issue edit and forge.edit_issue() with picker parity, compose issue edit buffers, backend fetch/update support for GitHub, GitLab, and Codeberg, plus vimdoc and spec coverage for the new workflow.
