Replace Prettier with Biome across the site tooling.

This adds a repo-level Biome config, updates the just format and lint-staged paths to run Biome, and removes the legacy Prettier config and direct Prettier dependencies.

Verified with direnv exec . just format, direnv exec . just lint, direnv exec . just build, nix develop .#ci --command just ci, and pnpm lint-staged.
