Barrett Ruth f45f22e2cf build: rename rockspec to standard luarocks format 
Problem: rockspec file was named 'rockspec' instead of the
luarocks-required '<package>-<version>.rockspec' format.

Solution: rename to todo.nvim-scm-1.rockspec.
