Barrett Ruth b617ee284e build: add tooling and dev environment configs 
Problem: need formatting, linting, testing, and nix dev shell configs.

Solution: add stylua, selene, lua-language-server, busted, pre-commit,
flake.nix, and luarocks rockspec configuration.
