chore: add CI, pre-commit, and luarocks configs

- Add CI workflows (format, lint, typecheck)
- Add quality workflow
- Add luarocks publishing workflow
- Add pre-commit configuration
- Add luarocks rockspec
- Add selene.toml for linting
- Remove issue template
