docs(upstream): mark #332 not actionable

Problem: upstream issue #332 (buffer not fixed to floating window via
ctrl-o jumplist) is unresolved in our tracker.

Solution: mark as not actionable. Cannot reproduce — ctrl-o in the
float navigates back through oil directories, does not escape to file
buffers. Reported on nvim 0.10.0-dev (2023).
